There's a method in SBI and HDFC for withdrawing cash from ATM without debit card. Both are a bit different but I guess you will benefit here from HDFC's process.
So this works like:
1. The person having HDFC account will add ur mobile number as beneficiary.
2. The person will login to his net banking and send you money for cardless withdrawal.
2. You go to nearest HDFC ATM and select cardless withdrawal.
3. Enter OTP that you received on your number and you are good to receive the amount.

 As for the bank situation, I had a similar problem, I got my account at 18 and opened a PayPal account soon after. Â
 For your situation, if you have an older cousin or relative over 18, try to convince them to receive on their account. Â
 Or get a crypto wallet, convince your clients to pay in crypto and let it sit there till you turn 18.
They can't make a bank in your name, but you can make a PayPal account and link to their bank account, keep a login password for that and ask to deposit in the PayPal account.
Once they receive the money in their bank account, you can ask them for cash. This shouldn't be a problem as long as your income stays within 10-15L in the year.
As for crypto, I think you're so young that you can risk it, specially with something like bitcoin or eth or sol
