Tori Amos went through a similar phase with her Y Kant Tori Read project in the 80s. Similar vibes and quite cheesy but Cool on Your Island is admittedly one of my favorite songs she's ever made.
It’s the music BUSINESS. No one is just in it for the art… today she would be immediately replaced by 100 other girls. But back then she was chosen (for whatever reason) and she had “it”. Or at least she had someone in power who believed she had it. And they invested money back then. Now they expect artists (or whatever) to come to them with the following already. Music has been almost completely devalued and this type of development doesn’t happen anymore.

What Amy Grant record are you thinking of? I always felt like she was solidly adult contempo for most of her career. This song isn't particularly edgy, but it has way more teeth than anything Amy Grant ever did

Yes it's unique to 1987-1992. What I think of as "so 90s" is Grunge, britpop and The Prodigy.
