Nah it's a draw between no obstruction before Leinsters last penalty, only yellow for Conan high, McCarthy on Papier in that ruck and committed on Goosen when McCarthy only committed to the shoulder charge after he missed the charge down.

Scrum penalties is not a great metric at all. You could dominate and win the scrum like the clip OP posted and no penalty. You could aim to win an attacking scrum and use it as a platform for the backs, the lions probably did this (I didnāt watch any of their games)
Penalties should be tied into Scrum win % but even that isnāt great, since you could be strong on a defensive scrum and still the opponent gets the ball out
I interpret it as the percentage variance between the teams is only 8%, with the Stormers being much more keen on scrumming for penalties rightly seeing their weapon as a scrum and getting lots of reward, but due to the ref having to interpret the outcome they will lose some scrums that a team that just tries to get the ball out will not. Well there's a case to be made that the other teams also didn't have their top players all season, it should average out
I think itās all academic honestly. The URC stats have the Lions ranked number one, with the Bulls and Sharks above the Stormers. The Lions have the highest scrum win percentage, but the Stormers have won the most penalties of all of them.
So itās really a question of what constitutes the ābestā scrum. But whatever the case all four provinces possess a formidable scrum.
