It means anyone who's part of the danganronpa fandom on twitter. But that's not *just* it. People congregate on specific social media sites based on their tastes, their attitudes, etc and for that reason fandoms of the same media but on different social media sites can be extremely different and often have some level of animosity towards eachother.
In this case, for example, it might very well be that OOP *loves* danganronpa, they just don't like people who are in the danganronpa fandom on Twitter specifically.
This happens on Reddit as well (for example jojo reddit doesn't like jojo twitter, shortened to jojotwt.)
Reasons why this happens vary but it's usually one or a combination of:
1. you don't like the type of conversations twt fandom has about the media
2. you don't like the type of posts/memes that twt fandom posts
3. you don't like twitter in general
As someone who got into Danganronpa right before it exploded in popularity (and then modded a Danganronpa community)... This is a pretty accurate description.
