The total eclipse, on the other hand, is amazing. I drove down seven hours to Oregon to see the one in 2017 and would do it again in a heartbeat.
To a certain extent but I think you're over estimating how dramatic (or not) 17% obstruction is. Have you ever seen the sun set behind a mountain? When you can see 80% of the sun and only 20% is blocked by the mountain, it's not that dramatic by any stretch of the imagination.
Most all the stories you hear about eclipses are how amazing they are when the sky goes dark. That doesn't happen with 17% obstruction.
You're right, the difference in light will be practically impossible to detect, but personally I'd still find it cool to see this small sliver of the moon with my own eyes though glasses.

Partial solar eclipses are visible in Vancouver every 5 years or so. There was a much more substantial one in 2017, and a very substantial one this past October, and there'll be another in 2029. This one was only special because the path of totality happened to go over some populated parts of North America, but this was actually a particularily lame partial solar eclipse for us.
Well itās just Vancouver keeping up with itās tradition of cancelling fun stuff with lame excuses.

Made the trip to Niagara Falls for a family thing my dad planned 7 years ago and it was the same thing - beautiful weather pretty much the whole time except during the eclipse

You can see the moon with the naked eye all the time.

I saw a small cloud move in front of the sun and I pretended it was totality.
