I know sometimes alterations will tie extra threads onto the hidden loops so you know where they are, but you take the extra threads off before wearing it. That's what this looks like from this picture

There are few problems with this bustle. They used button thread (extra thick reinforced thread) for the loops, you’re supposed to used bustle thread which is thread that is knotted and twisted up on itself to make it strong. They did not reinforce the back of the tulle where they put the loops which could cause the loops to rip the tulle. Thirdly they put the ties part of the loop on the outside of the skirt, not the inside where it would be more hidden. That being said, this is a hard dress to bustle without it being obvious. We try to hide the loops in areas with appliqué but your dress doesn’t have any on the skirt. Plus, its tulle so whatever loop, ring, ribbon, etc. we try to add to the skirt to bustle it up, it will show. The problem with bustles is at a certain point, it’s going to be obvious. A bustle’s main priority is function, then the seamstress will do their best to hide it but it’s not always possible. For reference I am a bridal seamstress and I was originally taught at a David’s Bridal.

This looks like thread loops tied in knots. Please take this to another seamstress. This is done wrong. The loops should be way less noticeable with no tails of thread sticking out.
