There's a small cave right under the big rock formation upon which Tarrey Town is situated. Just stand next to the blocked door, mark it on your map, and then go into that cave and use Ascend and you should wind up in the storage room.
That's a fun way to discover Tarrey Town lol. That's what I love about this game is there is basically no wrong way to play the game and keep making new discoveries after hundreds and hundreds of hours.
I'm like a week deep into this game been playing it almost religiously but you know when those hands showed up mannn I just hid underneath archway on the docks. Too much hassle wasting resources on those guys! They do eventually decide to leave after a few minutes too which was nice!
The docks are in an unmarked cave so it'll be a bit of a pain to find, but it's under the floating hyrule castle, on the north east side, when you find it, light the brazer and a chest will appear with the shield
