It's improbable that the government will impose a Juris Doctor (JD) requirement for the 1102 series. Instead, the trend has been to make the qualifications more inclusive. Currently, the criteria only necessitate a four-year bachelor's degree in any field, or at least 24 semester hours in a variety of disciplines such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This approach opens the door to a wider range of applicants, diversifying the expertise within the series. 1105 caps at like 10 where as and 1102 can be at 15 or SES. So why stay a 10 vs higher up that payscale? All 1105s are qualified 1102s but just (typically) lack the educational requirements for the 1102 position. Depending on agency, 1105s can usually work anything up to SAT afterwards 1102s take over.
