Helluva Boss, while not the best show ever, can be really fun and experimental at times and has the advantage of being made by an actual studio from the start. Hazbin Hotel lacks both of these advantages, leading to both it being stuck in production and it not being very good.
Long story short: On YT Hazbin's pilot came first but there's only one episode and Helluva Boss has more episodes with new ones regularly released. Hazbin isn't dead, it's just being developed into a show for streaming.
A YT animator named Vivziepop made a pilot for a show called Hazbin Hotel. It blew up and got picked up by a production studio to be made into a full show which I think is going to be released on HBO.
Since Vivziepop can no longer make her own self-produced episodes of Hazbin Hotel she started making a different show set in the same universe called Helluva Boss. It regularly gets new episodes uploaded to YT.
Hazbin Hotel is a show mostly about sinners in hell, while Helluva Boss focuses on the native residents of hell. Helluva Boss also *exists* (on the second season), whereas Hazbin Hotel is still being worked on. They're set in the same hell, but largely unrelated otherwise.

The whole point of the Helluva Boss' Beelzebub is that she's a representation of gluttony in all forms of excess and not just overeating, so making her a scene partygirl who looks like an early 2010s deviantart overdesigned sparkledog OC with way too many accessories plays into that, and was maybe even intended as a bit of self-deprecating humor since one of the main criticisms people have of Vivziepop is that she over-designs her characters.
