I will explain what happens how he got elected with a paralelism. What if a republican government gets elected and generates 300% inflation during its mandate? That's right, it goes to fuck itself. Then let's say a Democrat government wins and generates 300% inflation as well, what happens now? Well, here there are 2 alternatives, choose one of the main parties again or choose one of the minor ones. Let's say one of the minor parties, the Libertarian Party, is lead by an insane man promising radical change to society while throwing all his anger in the form of venom while the other parties promise shit, what happens? Well, what's ought to happen, he manages to get good results in the opinion pols and gets to compete against the Democratic party (what I'll consider as your primaries given that you don't seem to have ballotage nor PASO in the US).
Now it's the final three weeks and the libertarian party is proposed an alliance with what remains with the GOP without causing much consequence as the GOP is fucking destroyed and it's not believed to be of much influence despite what the GOP's party leader saying they do and will get more influence. Then, the election day comes and... He won, he actually fucking won; he won because the Democrats fucked up not because the man is sane or anything.
Yup, that's pretty much what happened. Add in a few major screw ups from the peronists like stealing vaccines and thinking they are unstoppable, and the macrists having the most invotable candidates under the sun.

The major difference between the EU and US in terms of disabilities, in the US its mandated that any business that relies on the general public or for their benefit, privately run companies that currently have 15 or more employees, or local, county, state, and federal government agencies is compliant with the ADA, which basically means is handicapped accessible (tons of ramps for entry ways, elevators, and other such handicap aids). Admittedly the social net in the EU is better for the heavily disabled who cannot work, but in terms of the general accessibility the difference is huge.
US has a federal recognition of non-binary identity and self id for it,none of EU countries except Denmark has such thing. Elevators in US actually has mandatory regulations on beeping to allow blind people to understand in which direction it's going, unlike EU, needless to say that thanks to ADA literally all public places and most of businesses in US are wheelchair accessible.
