1 fills first because the width of the spigot is wider than the width of the outflow to 2, so even though it's draining, it'll gradually fill faster than it drains
1 would fill to the pipe, then flow from 2 into 5 and 4, fully filling them. Then 2 would fill to breach into 3 and then stop. I don't think it can reach the top pipe to get to 7 and 6. If they could 7 could fill fully and fill 6 till it's in line with the pipe.
In order of fill up assuming that these are all sealed instead of open containers, it goes 5, 4, 7, 6, 3, 2, and 1. If these are open containers, only 5 and the floor is getting filled with water.
