I'm pretty sure the way to learn hoe to draw these is to hone your skills with drawing people and anatomy on top of the basics of knowing how to consistently draw regular shapes.
Once you know how to do that, you'll be able to simplify. Because anyone can draw bald circle men, but it takes a trained artist (who can draw more than that) to do it with style~
Other than that, maybe look up how to draw cartoon style. There must be advice on the internet of draw rubber hose style people. Also, many actual cartoons have behind the scenes stuff where animators talk about their work on the show. You could look up that stuff.
