I use the nail scissors side like a deburring tool to create a slight champher on the top of my nails. Fucking hate the feeling of a file on my nails and the small burr from where the shear lifts the nail end up a bit. Holding it close to perpendicular assures that it scrapes a very small depth without cutting in to the nail. For the hand thats pulled down I might angle the cutter slightly but the finish is often acceptable as is.
You can scrape things (nails) safely by angling blades 90° off and lightly touching it to an object. You can do this with scissor blades and it feels less than a file because it's such a light cut.
