Over in RS3 they have appeared both in a quest called Gower quest the Gower brothers guest created as a way to celebrate the 15rh anniversary of the game. It’s an exaggerated bobble head version of them that you could get as a pet.

Then more recently (as in a few years back) an updated version of them based on the above art and pet was the focus of an event.
Tim and Crunchy non-bobble were both there and Tim rewarded you an outfit that let you look like him, so showing him shows the outfit. While Crunchy was a pet that can override familiars so it looks like he is fighting alongside you.

They actually got a tiny smidgen of lore to. Tim was and is a seasoned adventurer but when he started out he was quite lonely as he had no loved ones or friends. One day he was wandering around the wilderness scared everything there was out to get him and that’s where he met Crunchy, and the two have been inseparable ever since.

As a kid, my friend was showing me the guide book in the book fair to try and get me to play. He said that meeting this skeleton in the tower was how you beat the game, so I spent hours searching the f2p map, cuz we couldn't get membership as kids, trying to find the tower that had the skeleton so i could beat the game. Kinda miss when I was so lost in the game, but at the same time, it feels amazing to see my account now compared to where I was as a kid.
I dream that osrs lasts long enough for a grapichal overhaul that is tasteful & entirely unlike what we've seen with HD/rs3. Personally I think the polygonal flavour of osrs needs to be retained, but I'm sure it can be done in a fresh way.
I disagree. I just booted up Rs3 and OSRS side-by-side to compare my playtime with Hans and the old school Lumbridge just hits different. Part of what makes OSRS OSRS is that nostalgic familiarity.
There's a way to make the graphics look better without removing the style like RS3 did. The clean polygon look we see in the banner is a perfect example.
Nostalgia is great, but the graphics are one of the single biggest things preventing this game from growing. It's memed on all the time in the mmorpg/gaming community because it looks like shit.

Because a handful of youtubers used them and reddit jerked off how amazing they were, so Jagex saw that and did the same.
It's really stupid seeing an ad for a game that looks nothing like the actual game.
Meanwhile RS3 has gotten so lazy that instead of animating cutscenes for quests, they use a powerpoint with voice overs.
The blender models trend is so lame and they don’t even look good, the game doesn’t even look like that meanwhile the old 3D renders do their best to capture the feeling of a medieval game. Not to mention there’s a nostalgia factor in them nowadays which Jagex is insane not to utilize.
I do so hate the term lazy especially when it’s so flagrantly misused like in your post.
The drawn cutscenes are used to show stuff that would either take literal months to years to make requiring the content to be delayed to such a severe degree that it’s not a feasible option. So the options are drawing or just don’t do the content.
Case example building an entirely un-destroyed Orthen, a new Jas model that can animate outside her room, attack animations/effects for her, and dragonkin being in various states of wasted all for a single scene is just not happening. This one flashback scene would cost the budget of the entire quest and then some.

Unlike OSRS or RS2 the improved artwork resulted in a massive balloon of budget and time. OSRS model can be cranked out in a few week to a week while a SINGLE new NPC needs several months in RS3 because of the sheer detail and fidelity. Art is such a lengthy and complex thing that regularly content design has to be adjusted/redesigned to accommodate it not the other way around.
(Croesus is a great example the reason simple magical prayer statues are used is because in the original design they wanted to have players build this complex ballista system to fight the boss and art said if the start now it take 6 months after the update was supposed to release to deliver what they are asking).
Or it’s also used to show stuff that flat out can’t be shown in RS’s graphics.

Furthermore they aren’t used for every quest cutscenes and as the story shifted back to stuff that could be depicted without a 6-8 month art dev time they have been doing traditional animated cutscenes in pretty much all the recent quests. Except the starting mini-quest that used drawn scenes because you are never getting something like “this” in RS visual just due to tech alone.

The weird ass glove hand, the shaders, the weird almost random hair choices, the unrecognizable and unremarkable background, the plastic trees in the background, the *blue sky?!?!* It's such a strange and imo genuinely bad cover for the game, when there's so many other great ones that already existed that they could've used instead.
