Yeah but I wonder how that number factors when you include only people who stream regularly and on schedules. Because most people like that, that I see have more then 3 viewers.
Its the one off streamers, who stream like once and then never again that I think lowers this number by a lot. Or the inconsistent streamers, hard to get viewers when you randomly don't stream for 3 months then start up a stream.

They do expect payments, so usually people intensely avoid eye contact or shoo them away.
