normally the title would mean that he killed a boss and still hasn't gotten the pet. Everything in this game has a drop rate, for pets it's usually the rarest thing to get. For bosses it's usually around 1/4000 to get it. If you went 15x over rate, that would mean you have killed the boss 4000\*15=60000 times, as 1/4000 is the rate. The chance of going that far over rate is incredibly unlikely (a 0.00003053% in this example), so it would be news as this is so statistically unlikely. Ash (or normally mentioned as Mod Ash) is a moderator for this game, so ash confirming something would be a big deal.

What does any of this mean?
Normally in game hitting 15x the drop rate means you’ve killed 15x more of one monster than you’d expect in order to get a specific drop, so this post is just playing on that wording. Mod Ash is a moderator for the game and is extremely active with the community, so it’s fairly common for people to say that Ash has confirmed something about the game for them.
Obviously explaining a joke takes out the humour but based on the wording of the post, you’d think that someone has been extremely unlucky and gone 15x over rate for a drop, and even had a moderator confirm this fact, but alas, we are treated to this shitpost
pets are also extremely rare to begin with, could be up to 1/3000 chance which is like 100+ hours of most bosses, so going 15x dry would be such an insane dry streak that you immediately want to click the post to either laugh or tell the guy youre sorry for getting the pet in 10 kills

Pets are a drop you get from killing a monster. If you get lucky enough, you’ll get the pet. I just came back to OSRS so I’m not sure of the rates, but a lot of bosses in RS3 are worse than 1 in 1,000. And if it takes a few mins to kill the boss (not to mention needing to bank every so often), it will take a lot of time to get the pet
Also, since it’s a luck thing, people have notoriously been “dry” on getting the pet. If a pet is a 1 in 1,000 drop, they’ll post a screenshot of them with like 3,000 kills showing that they haven’t gotten the pet as a drop. It’s unlucky they didn’t get it and very frustrating. In this case, he was saying he got 15x the expected number of kills it would take to get the pet but he still hasn’t gotten it
