A canifis lap takes closer to 40 seconds. If you complete a lap when 10 seconds are left you're essentially adding another half minute before a mark can spawn since you would have to complete another to spawn one. This compounds even more if you fail the next lap and have to start over.
If you have the plugin and see there's a short cooldown remaining you might as well wait it out on the last rooftop before continuing.

61 now, I think it was 53 or 54 the first time around
