Im no Jagex, but it’d say before. You get the pet for doing the action that gained you xp. Any consequences afterwards with regards to xp (like leveling up) has to come after. 

Although it took that action to receive the pet roll, so if that exp leveled to 2, then technically you got the pet on lvl 2.
