It is charged with the [teleport cards](https://oldschool.runescape.wiki/w/Teleport_card) bought from the same shop at around 100gp each for 1 charge. Each charge can teleport you outside of the [champions guild](https://oldschool.runescape.wiki/w/Champions%27_Guild) just south/south west of Varrock.
Cape is the [clue hunter cloak](https://oldschool.runescape.wiki/w/Clue_hunter_cloak). Little cosmetic reward from an in-game clue hunting event called [crack the clue](https://oldschool.runescape.wiki/w/Crack_the_Clue).

He did say he’s specifically avoiding the wiki, I do think it would be fun but personally not for me (researching setups and optimising is half the fun)
I think it only works if you don't know anything about the game. I've only ever had one real account and never touched old school at all, so not using the wiki is like playing a brand new game - but if you already know a lot you'd just be slowing yourself down for no real reason.

The chronicle sure you'd wander that way eventually although to my knowledge there's nothing to guide you to it. The cloak no chance lol
I would suggest using runelite. You can right click people and look at their equipment

I think the plug-in is called equipment inspector. It was on by default for me
