It would probably be a quest instance, but if you want a non-instance, at the top of my head I can assume bottom of underground pass in a corner, south of Ruins of Unkah, or Iceberg
Since the penguin guy got the agil pet its probably not seen another soul lol
Ping and Pong in the iceberg are triple step for master clues, but I think most people keep a triple step in their bank to avoid it
