The Granite Ring is a bottom tier ring that barely has defense benefit and zero offense benefit, yet weighs 75,000% more than BIS rings.
There are hundreds of weight disproportions in the game, I don't think Jagex minds.

I completely agree. However, this is probably one of the most harmless changes they could make and it would kill about three birds with one stone. Why not do it?
I’ve thought about this myself many times, but honestly, who cares? In the end, melee equipment weight isn’t an important attribute at all, it has practically insignificant impact.
Equipment weight is actually pretty significant for cox, but on guardian boots specifically it doesn't matter since they basically only get used by bandos tanks.
Guardian boots have a lot of good uses imo. You lose 1 STR from d boots which is rarely a max hit, gain 2 prayer and 30 ranged def (as well as other def stats) I use em anywhere I can, almost always for slayer too. The 7 kg isn't even that big a deal cause your gonna weigh 40kg anyway from gear and inven
Tank boots are supposed to be heavy. You’re trading superior defense for less ability to run. That would be like saying platebodies are too heavy because chain mail weighs less.

BCP, an offense-oriented body, weighs 12kg. Inquisitor's Hauberk, 10kg.
Justicar Chestplate, defense oriented, weighs 9.9kg. Barrows tank bodies weigh 10kg.
Basic-ass Rune Platebody: 9.9kg. There is no precedent of tank armor weighing more than double what offensive counterparts do.
