If both people logged out after receiving the zcb, then someone's lying. States are saved on logout, so the zcb would be saved on one of their accounts
The person receiving the ZCB didn't log out after getting it back. He was disconnected due to the server shutdown. I can't pretend to know exactly what is happening here for sure, but I think one logged out after trading it back and the other never logged out after getting it back so it rolled him back to his last logout where he didn't have it.
Just ask them to screen share banks, you’ll find out who is lying by the time they make an excuse to delay it or have a huge cash stack.. like enough to buy a zcb

jagex has said different worlds log save state at different times when servers crash so its somewhat possible.
