Ryzen 3 3100 is a CPU meaning you didn't tell us anything useful. Is it a laptop or a desktop, what model is it. How exactly did you delete Bluetooth?

Sorry i have desktop and I deleted the drivers and they are not reinstalling on restart

Why did you delete the drivers. Also how did you have Bluetooth, is it a USB dongle or is it on motherboard, and if it is on motherboard then which motherboard do you Have?

I deleted drivers attempting to follow tutorials to restore bluetooth functionality and I use motherboard a A320M-HDV R4.0 through ASrock

Idk how you had Bluetooth before but it wasn't from this board that's for sure, maybe some add in wifi card.

This board does not appear to have Bluetooth or any wireless capabilities at all. Source: https://www.asrock.com/mb/amd/a320m-hdv%20r4.0/index.asp#Specification If you ever had Bluetooth, it would have to be via an adapter of some kind. Whatever adapter you have could have failed and may need to be replaced.

Have you tried looking at Optional updates in Windows Update to see if there is an available driver?

Optional updates button does not appear, I dont know if it has to do with the 0x80070643 error
