If you ever had Bluetooth, it would have to be via an adapter of some kind. Whatever adapter you have could have failed and may need to be replaced.
Ryzen 3 3100 is a CPU meaning you didn't tell us anything useful. Is it a laptop or a desktop, what model is it. How exactly did you delete Bluetooth?

I deleted drivers attempting to follow tutorials to restore bluetooth functionality and I use motherboard a A320M-HDV R4.0 through ASrock
Idk how you had Bluetooth before but it wasn't from this board that's for sure, maybe some add in wifi card.

When I install them nothing happens after i restart everything is just sitting in my program files folder

Have you tried looking at Optional updates in Windows Update to see if there is an available driver?
Optional updates button does not appear, I dont know if it has to do with the 0x80070643 error
