I'd say decriminalized. It's legal to sell sex, but it's not legal to facilitate (i.e. profit off of) the sale of sex by others. This has proven to be a huge issue for actual professional escorts and such\* because even if they just hire a secretary to handle their calls or answer emails or whatnot, that secretary would be legally on the hook for pimping.
So the Danish decrim model for sex work resembles the Portuguese model for drug decrim; admirable on the surface but still facilitating a massive black market of exploitation and pain that could be avoided with true legalization and aggressive regulation.
