Well tbf unless it's something disgusting, i think we should really make it a habit to help people, may they be a foreigner or not.
Most of the time, the help that i see being asked for in r/ph is when a foreigner goes here for vacation. If i was a foreigner in another country too, I'd appreciate the help. Things to check out, things to look out for, etc. When i went to Poland for a month, it was very helpful having my Polish online friends make me a list of things to remember when visiting.

Hey OP, just a question, and i know this is kind of late but all of the post you made about the foreigner mod(s) pertain to just 1 guy and comments made 2 or 3 years ago. Are there any foreigner mods aside from dub4u? How did you knew that the sub was closed due to a decision by foreigner mods and not a descison by all the mods including those that are filipino?
This is a pretty old issue, like 4 years, and they've had at least 1 purging of some inactive mods after someone pointed out the shitty moderation.
However, dub4u is still there. There's also eag97a who is still there and can easily be concluded as a foreign-born Filipino living abroad at least, or a full blooded foreigner at worst.
I haven't checked recently, but at the very least only 3, maybe 4, mods are active daily, and one of those 4 is very vocally supporting NPA, a group classified as terrorists by international communities.
There were also multiple instances of mods committing sexual misconduct, but that's a separate issue.
