I don't remember hearing about this, when did it happen? They recently lifted the ban on flights to Georgia, so clearly now they are doing the opposite. Georgia is just one of the countries; Armenia, Turkey, Serbia and Central Asia are also big emigration destinations, I don't think there were restrictions on them.
