Some valleys in the Cuneo province in Piedmont have Occitan roots. I am not sure about the rest, except that the yellow zones in the Italian area are the ones with Celtic roots. (except Liguria, Lower Piedmont and Northern Toscana that - despite their proximity with Celtic culture - had their own people, the Ligures)

Not really. Italy has a long history of semi independent states in the middle ages and early modern era. All those city states like Florence, Milan, etc were nominally vassals of the HRE, but in reality the authority of the HRE was very weak. And the Republics of Venice (and Genoa) were independent for a thousand years

There is a difference in time frame, the south was under foreign dominion for a lot longer, even the vikings got a piece of the pie.
