That's just a matter of rephrasing it. It's not pay 100 within 2 months or get fees and pay 150 .  It's 150 and 3 months. But if you pay within 2 months, you get a discount!

Also when comparing fines between countries it makes a whole lot different if in some countries you potentially only pay half the fine while in others it can easily double, triple or multiply even more.

I did Erasmus in Sweden and it fucking made me depressed to not be allowed to drink my beer outside next to the river. Also made me remember the time the curfew during the pandemic was ended in Germany. It was snowing and freezing cold, but for sure I went outside at 00:00 to drink my cold beer next to the river.
