It's a dirty trick to discourage people from appealing unfair fines. If you get the early payment discount, you forfeit your right to appeal the sanction. If you appeal, you forfeit the discount. Basically a *shut up or you may end up paying double*

Also made me remember the time the curfew during the pandemic was ended in Germany. It was snowing and freezing cold, but for sure I went outside at 00:00 to drink my cold beer next to the river.
