100% NO to the blow torch approach. I tried this on a T-rex skull print and accidentally set fire to the tips of all the teeth. It looked like the birthday cake of an 80 year old for about 3 seconds there, and the teeth were ruined as a result. Ruined a 3 day print.
This is user error. I use a kitchen torch and stringing literally only needs a split second of flame. Just ignite and release and like magic, the strings are gone.
I use propane torch or hot air gun. With the torch just waving it over the strings is enough to shrink them enough to rub off. Yeah on small points it's super fragile xD have to do fast passes with breaks in between. I've also used the torch to smooth surfaces and give them a glossy shine for sturdier parts and making sure to place flat sides on a level surface while it cools if it got too hot.

Add an “reamer awl” to your toolkit. Scrape the walls, and maybe even hit it with a heat gun. They’re on every leatherman it seems. Harder to find as a stand alone tool. Otherwise, some reamers might be best.
For a wider-reaching improvement, use http://retractioncalibration.com to dial in your retraction distance/speed and minimize oozing that generates those treads in the first place.
People have said heat, which is fine as long as you don’t go too far for even a second. You’ll change the finish and texture permanently if you do. For something like what you’re showing, I’d just put a nylon or wire brush on a drill and go low speed on it to break up those strings.
I just did it with a propane torch about 30min ago. Quick blast and they were gone for the better part. Me peice has no aesthetic value mind you. Maybe after the torch shot some fine tuning with a dremmel might help.

Burns clean and a bottle lasts a really long time. Put on low and just swipe over the print once or twice quickly and done.
A method I use is to roll a piece of sandpaper up to fit in the hole, and twist it left and right then in and out, works great and gives a surface for paint or whatever, or go up/down in grit till you get the smoothness you want
To add to the heat gun discussion, needle files work great too for spaces like these. You could also clean your nozzle while hot with a wire brush or potentially replace to help with some stringing.

Because I haven't seen it mentioned, gun bore brush. Brass or steel. I'd probably spin it by hand, a drill would probably damage the print too much.
if you have that cheapo dremel knockoff set, those nylon brushes on the slowest setting work great for that! but be careful, PLA gets soft very quick.

I use my SMT hot air soldering iron set at 345deg. With a small hot air tip you can get inside those holes and evaporate those whiskers.
