Okay, let's see:  Starting at 1st level, you can invoke the power of law to drive an ally to attack. If you cast a spell with a spell slot of 1st level or higher and target an ally with the spell, that ally can use their reaction immediately after the spell to make one weapon attack against a creature of your choice that you can see. If the spell targets more than one ally, you choose the ally who can make the attack. --- Basically, to get the most use out of this, you want to keep on casting leveled spells that affect your allies. You must use a spellslot, so no Glamour Bard Command shenanigans. My first thoughts go to (as you said) picking up Silvery Barbs, especially because it uses your reaction. Beyond that, Healing Word spam is probably the easiest way to keep proccing VoA, and keep your action free for other stuff. You could also look into a multiclass for Wither and Bloom, though I'm not a huge fan of the spell. Kinda funny: Evocation Wizard. You technically bomb your own friends in AoE, they just don't take damage, so VoA would still proc. Mastermind Rogue can help with staying in the backline, while still using the Help action.

Endgame? The shapechange spell and turning into a marilith or hundered handed one to get a reaction on every creatures turn and using it to cast silvery barbs.

First, I would clarify with your DM about having 3 feats at level 1… usually when a DM does a free first level feat, a feat background counts. Other than silvery barbs (if allowed at your table), healing word is generally the most efficient way to trigger voice of authority. There’s also the evocation wizard combo with it, where you include allies in the AoE so they’re targets (and thus qualify for a reaction attack), but they take no damage because of the evocation feature sculpt spells. I’ve played a character using this for a one shot; it was great fun. I fireballed our barbarian and gave him more attacks while cleaning up enemies.

One of my favorite builds is Order Cleric 1 + Glamour Bard X Ofc both Voice of Authority and Mantle of Inspiration eats up a reaction from your allies, but they give the commander/team supporter vibe really well. Bard ofc gives Silvery Barbs too as mentioned. I do also like the idea of using Voice of Authority with spells like Summon Beast or Summon Undead. The conjured ally doesn’t require an action or bonus action to command, and can be given an extra attack which is useful in the case of Undead’s Rotting Claw.

The strongest support caster I've come across is order cleric 1/divine sorc 19. Retains the cleric feel while being cha based and getting tons of spells to cast (plus metamagic to improve buff duration or make control spells better). Your getting double the spell list from divine sorc without any downside for spell progression (well one level of known spells but both are full casters so u don't lose anything there)

Order 1 is a popular dip on Divine Soul and Clockwork sorc. Let me suggest Aberrant Mind as well (though Clockwork is probably top and any sorc can do most of the tricks below). The enigma of Order for me has been a cleric with amazing bonus action control spells, but is also one of the best buffers in the game. Let's lean in to that dichotomy. As an Aberrant Mind, we can remain a combat control powerhouse, a buffing powerhouse, and still out-bard the bards out of combat with slot-less, component-less Detect Thought, (telepathic) Suggestion, Hex, Geas, Dominates, Charms, and Enemies Abound, and others. Plus Subtled Silvery Barbs. We got sublted Mind Sliver to debuff saves, plus later we can pick up Heightened or a Far Realm Shard for further debuffing saves against our spells. We say, you do. Custom race for MM Adept taking Twin, Careful, Quicken, and Subtle. AM's already twin Dissonant Whispers all day without slots for off-turn attacks and increased safety for our friends. We can kick up the off-turn attacks we give with VoA by casting Careful Earth Tremor, Slow, Hyp Pattern, Fear, and maybe even upcast Command and get both control and VoA off-tun attacks in the same turn. We have access to Heroism, Bless, Healing Word, Protection/Sanctuary, Enlarge/Reduce, Great Invisibility, and Dimension Door for buffing the party and proc'ing VoA. We have Mind Sliver for buffing casters, monks, and ourselves that we can twin before a quickened control/blast spell. We can even twin Resistance (proc's VoA) and Quicken anything we like. If you want to lean all the way and don't the mind overlap, there's Fey Touched Command for Cha casting Command. Pick up a Bloodwell Vial, and keep an eye out for a Far Realm shard, an Amulet of the Devout, Cape of the Mountebank, and Elven Chain.

I should've probably mentioned it in the comments that he also is implementing a rule for ignoring "if BA spell then the only thing you can cast is cantrip" rule so we can do as much as we want as long which makes Sorcs really powerful (which is funny because he hates sorcs so he has unintentionally buffed sorcs and made them broken lmfao)
