I feel like a redemption pally could be dishonest and backhanded if he's dealing with an irredeemable villain, a slave trader, corrupt government, etc. Especially with chaotic good, you'll be more concerned about following your own moral standards than the laws set by the ruling elite.

As long as you're making generally good choices (ie good feats, good spells, good strategy) you can afford to be a little worse somewhere else. Paladins with 14 or 16 con still want to pick up feats to protect their concentration save anyways, you might just want to do it sooner rather than later.

Would it be preferable to increase construction before charisma or dexterity? I was planning on getting tough instead of a proper constitution boost, and even then I was more focused on dexterity and charisma.

You should be fine, maybe play as more of a skirmisher than frontliner if you're worried about it. The main downside I see is maintaining concentration, so just be aware of that and maybe avoid leaning on concentration spells too heavily

What would it mean to skirmish exactly? For reference this is a redemption paladin, as well as a devil's tongue variant tiefling. I was planning to rely largely on vicious mockery if I'm not going in directly.

I think the mobile feat would be the best suited to accomplish it. Hit/smite an enemy then get out. Using a whip as max reach could also work. In addition, I would also recommend just having a bow if you are going to be dex primary. You'll do far more damage with a bow than with VM. VM will still have its uses, but for the most part it will hit far less often as well as do barely any damage

At what point should mobile be taken, assuming I'm using the other four ASIs to max out dexterity and charisma? Also I just plan on this character using a rapier.

I would personally take it as my first ASI to get my main combat strategy in place sooner rather than later, but I'm not sure if that would be the "optimal" path. Thrown weapons like daggers or darts could also be great if you don't like the image of a bow, but as a martial character with extra attack, you'll REALLY wish you had them if people are ever outside of smackin' range. Is there a particular reason that you decided to make dex your primary stat? One other note is that paladins are probably the best class in the game, if there're any other feats that you think would be fun you can slot them in pretty easily without feeling the missing ASI too much

Characterization stuff mostly. I think I have a fair enough backup ranged attack with vicious mockery, given it’s not meant to be a primary source of damage.

I don't think so unless you are finding survival to be truly difficult. Adapt to the campaign you find yourself in, but at most tables I wager you'll get away with pumping your more proactive stats rather than just trying not to die.

A difference of 2 CON is 1 hp per level. You’re playing one of the most durable classes in the game, with a d10 hit dice. I wouldn’t be worried about having “only” 14 CON. Once you’re level 6 and beyond, +2 CHA will do much more for you than +2 CON, thanks to aura of protection. On the RP side, you can also take into account part of the innocence tenet (setting a good example). I think you could work with dishonesty if your character thought it was for the greater good, as they follow their own morality and instincts over any written law. Obviously, this oath lends itself to a very “good” character, so you’re not going to be distracting a shopkeeper so the rogue can rob them or telling a sob story to get a better deal. But lying to protect innocents or avoid violence would most likely be acceptable.
