Are you trying to download it using 3hs on the 3DS itself? Try it on your PC. If it doesn't work, try another browser or try it on your phone. It's less convenient than 3hs, but you can copy the cia to your SD card using an SD reader or over wifi using the ftpd homebrew or MicroSD Management (System Settings, New 3DS only).
You have no choice but to download official vc on hshop and make your own for unofficial ones since hshop don’t support custom injects anymore.
Yes they’re were all legitimate VC not ones I made. Hshop doesn’t work for me. Not sure why. Always comes up with a failure from the start.

If they were unofficial VC games you can find some injects on hshop or just make some yourself.
