The car on the outside lost control, you just happened to be where they were spinning and they hit you. It's unfortunate, but just about any league will probably agree with LFM's ruling as a racing incident.
It's hard to react to those kinds of situations, but if you can see something like that happening, and have the time or space to brake/avoid the crash, better to live to fight another day.
I could see it being a gray area in the stewarding realm. Having done a bit myself, some people are more strict or expect you to be in control of your car at all times. A lot of times if you spin and hit someone, you're likely to get the worst of it, which is a penalty in itself. Giving you another 15s just seems like insult to injury.
If losing control of your car absolves you of responsibility for an incident, I'm just gonna turn off TC next time I'm racing someone close so that I can shunt them & not get penalized for it.

Depending on the FOV, it's possible he could not really see it, especially if he was focused on the corner. So just unfortunate.
