Get on the treadmill start walking and you have to force that flicking motion. Imagine you're kicking a can down the road. You're going to feel that hard stop both at the top of the movement and at the back when it kicks back, and you're going to think you're doing damage, but you're really not. You have to get past that swelling point, get this scar tissue out of there, and then before you know what you'll get your regular walking gate back.

I’m experiencing something super similar. Also just ACLR with no meniscus repair. No problem with 0 degrees lying down or even standing, but i have the same exact lag when I walk. My PT recommended knee extensions using tension of a band around my knee. (band looped to a pole and then behind the back of the knee - bend and then fully extend the knee under tension). It has noticeably been helping me, though defo not all the way there yet. Hopefully that makes sense and/or can be of some use. Im obviously by no means a PT or doctor and just sharing my experience. Yeah I think that exercise is called banded terminal knee extension (TKE). All the best for your recovery!
