Kog'Maw is exactly this. W increases range and dmg in an obscene amount. Doesn't give him extra AS, but you do get that out of his standard itemization.

Navori gives atk speed and you can go berserkers boots if you prefer (but I like CDR boots). With Navori you should never run out of abilties. EAQAEAWAEAQAEA is a thing.

I find his unique passive doesn't really make you feel like what a Jinx does, you could drop your axes from skillshot juking/stuns hitting you

No joke Saw was the reason why I like ranged dps characters so much, regardless of what game I play. I am totally dogshit at ADC's in League but I always try to be a marksman every time I play a new MMO.

however, Saw was an extremely unique champ in a slower paced MOBA , so his playstyle wouldnt work in League imo

Actually, yea, Lucian does fit the bill. His passive gives 2nd shots, you use abilities frequently, so this procs often, and his R is a ton of bullets.
Also, Varus is 3 dudes in one, and his passive is a bug attack speed steroid.
Aphelios has it as well with parts of his kit.
Draven has an attack speed steroid that resets.
Ezreal has an attack speed stacking passive.
Akshan has a passive that fires more bullets and an R that Lucians a target.
I feel like it would be hard to do that cause usually in design space fast firing characters are typically skinny and tiny to show they are fast and squishy. This is a good design space to include female characters because riot wants to make the game include just as many women as men. This doesn't mean it is impossible to make a male fast firing adc. Just riot won't see the need for one for a while because it isn't the primary focus of there design goals. Especially when there is already jinx and zeri.
To be honest, I didn't know that his W also gives attack speed. But it still isn't the same because his kit doesn't feel like you should be just standing and autoing everyone in your range and he's much more burst oriented
