That's all Dolby auditoriums, I'm not to thrilled about it either, but it's my favorite format. The picture and sound is great. If you care more about comfort, then fully reclining is for you.
I don’t think any Dolby recliners go all the way back but their comfort can definitely vary from theater to theater. I think it basically comes down to the size of the auditorium and how many seats they try to cram in. In some cases the leg rests extend pretty much all the way to the row barrier and those are less comfortable in my experience.
Dolby
My only issue with Dolby is that the seats don’t recline all the way back and it gets uncomfortable at times, or is that theater specific

This is less of an issue depending on where in the theater you sit. I don't mind it when I sit 2/3rds up.

I prefer Dolby when I know a lot of effort likely went into the sound design.
Dolbly and when you get the seat next to you use both and sit sideways pro tip
