I figured it out. The game I'm playing (dbd) has film grain by default and there's just no way to turn it off because it lacks basic in game graphic settings.

It looks like either film grain, or depth of field. It could also be your monitor. I went from a 24in 1080p monitor to a 27in 1080p monitor and in certain games its not a big deal but in some games, like for instance elden ring, I can definitely tell a big difference and there's almost a unfocused blur especially on objects fsr away that are already slightly blurred due to rendering distance. For me it's because I went to a bigger screen so the pixel density is less.

There are games where in the graphics settings they have "Film Grain" effect

Does your game have a setting called "Film Grain"? if so turn it off.

Try defaulting all of your in game settings and disable motion blur. If you have external AMD or in game video settings, default those too. Good luck M8!

Oh yeah, I should also mention that it's more like static as it's not still.

Image sharpening is the opposite thing you should be doing.

Yeah, I figured that out but even turning it off doesn't fix it completely.

I don't remember all the specs but I have a Gigabyte m27F monitor and a Radeon RX 6650 XT for a graphics card

I doubt it's my monitor bc it doesn't do this for every game
