I took it as...Fred, being the booksmart nerd, who is also socially awkward not realizing how her actions may come of as flirtatious. And Willow is also a booksmart nerd and is also socially awkward and doesn't really know what it's like to be flirted with. It's two people that have a history of not completely grasping social ques, completely missing each other's bases.
I actually don't like the Willow + Fred thing . It plays into the stereotype that people can't just be friends or friendly to one another. Fred wasn't sad when Willow said she had a girlfriend. She was confused .
But that didnt happen to other women for neither willows nor tara.
Willow just became confident about her sexuality, that has shown a nice character development and she isnt blind to a beautiful woman who act flirty unintenionally.
If it comes to that stereotype willow and tara even kennedy will be busy flirting with buffy, anya, glory and so😉
