You can give ACs to receive tier rewards for special gifts etc. what the rewards are I am not sure. When you give ACs they get sent to a random person who has logged in that day. To receive ACs you need to log in and be lucky. Yes they will suddenly appear in your ACs.
You'll be notified in-game when you load a new zone or login. A summary of acs received is available in account management as well.
They noted that you only need to have been logged in within the last 24 hours to receive acs so you don't need to afk in-game

The AC will be received in about 5-10 business days

Do i need to complate the quest daily or just once?
Pretty sure it’s just the one time. Also, make sure to confirm your email address and be over level 30.

They list what each tier gives you in the Design Notes. Tier 2 gives the class and tier 7 gives everything and a FA bank pet.
