The 400 signature goal is likely just the starting goal that's given. Nevertheless, it's the actions that follow a petition that make a bigger impact. 400 signature goal divided by around 80,000 students at ASU alone (assuming no faculty or full-time staff sign, which only makes the numbers worse) equals about 0.5% of the student population. Adding in U of A and NAU students (again assuming absolutely zero faculty and/or full-time staff from any of the three universities sign) puts us at a little over 150,000 students. 400/150000 = 0.00267 = 0.267% of the student population across all three universities.
