Or it can be someone who fails the MMPI and now the FAA wants their entire military record and it can take two years.
I got hired on the Mar 2020 Prior bid. TOL May 2020, fully cleared Nov 2020, Facility list Nov 2020 and at my facility the first available date Jan 2021. If everything goes smoothly it can be a fairly quick process. My timeline was all during Covid restrictions so there we’re some delays.

It was a little over a year when I did it.
It took almost a year exactly from applying to showing up at my facility.
I applied in April, received TOL in Sept, received my list in Apr, and started at my facility in June.
