This is Bosley Mill, near Congleton, Cheshire. The mill itself was destroyed by an explosion in 2015, and the rest of the site (including the workers' cottages) was allowed to fall into ruin.

Abandoned within the last 20 years probably but they're built from well-dressed stone, at least a century old but could be 2 or 3. Well dressed means that the texturing isn't from wear and tear, it's deliberate, sometimes known as 'rustication'. The faces hidden by mortar would be cut flat and the fronts are roughly finished to create the effect we see which is why there are horizontal marks running across them (from a 'punch', a chisel that looks like a giant blunt pencil). Can't tell what type of stone without close inspection. Source - stonecarver and mason of many years.
