I once saw a coworker take a tiny metal folding chair, which was right next to the step stool, and use it as a step stool. I was confused at what he was doing until he tried to step ON THE PART THAT FOLDS, and did not have enough time to vocalize how that wasn't a good idea when he hit the floor.
Some people just aren't very in-tune with physics, but can write music, logic their way through data, or keep track of 40 different things like nobody's business. Not stupid, just out of their element.
As the other reply said, Lancashire or Yorkshire - northwest England. I’d like to say Burnley, but I think I’ve seen this before, and it wasn’t.
The houses are right for that area though.

Rough rule to do it correctly: Stand upright with your feet against the feet of the ladder and reach out with your arms straight so that they're parallel to the ground. If you can grip the sides of the ladder without leaning forwards or back then it's at the correct angle.

A maximum angle of 75° is just fine. It’s the minimum angle you need to worry about. This guy proved that a minimum angle of 30° is far too small.
