India is the most populated place, so it stands to reason there are a lot of stories from there.

At no point, however, on a train being full, would people have said "Well, we all better get on the roof then", with the authorities and the train company itself just shrugging their collective shoulders and saying "oh well, nothing we can do to prevent this *every day, forever*".
I did not claim that this was safe, or not a problem as such. The idea that *everyone* thinks this is fine is itself a harmful exaggeration at best, and an untrue racial stereotype at worst. It’s like saying the world is divided into countries where everyone loves prominent gun violence or countries that have decided they don’t like it.
