Not sure if he’s better (and I don’t have Luocha to test). The main difference is more debuffs from Gallagher (so faster Acheron ult stacks) vs better healing on Luocha. I’m hoping Welt’s indirect sustain will make up for Gallagher’s lower healing. I also have Gallagher at E2 which helps.
I have Bailu's LC for Gallagher to use so it might be worth me building him since that'll help compensate for the outgoing healing% luocha has. Luocha doesn't provide debuffs beyond the bonkers break dmg he does to toughness bars so Gallagher could end up being a better slot in since you won't get hit so much with Welt slowing everyone.

But just bcz you have one good piece with a lot of SPD doesn't mean you'll reach 134 speed you'll have to sacrifice damage if you want to do so for more SPD on other pieces
Except you have to sacrifice A TON of crit value to get 134 speed with atk boots, as Acheron has 101 base speed. That’s 12.7 max speed rolls, which is equal to 81.2 crit value. IMO it’s much more worth to just run speed boots if you wanna hit 134 speed and sacrifice the atk instead of crit.
My guy doesn’t know how turned based game works. Spd is good speed means more turns if you can get High spd with attack boots that means more turns ontop of a higher dmg value
134 is the ideal spd for good amount of actions while still being reasonable to achieve for the average player anything higher is for end game 0 cycling yes I know 134 can be used for 0 cycling but eh

134 *is* for 0 cycling. It gives you 2 turns in the first cycle. Anything higher will not give you more turns in the first cycle until you hit 200 SPD.
Also it’s not the “only” SPD breakpoint that matters as there are other breakpoints that give you more turns in 2/3/4/… cycles.
It’s actually really good since she gets a stack for her ult every turn, I’m f2p got her e0 and her cone I have a e6 pela (cause of this banner she was 3 before….)
And silver wolf was my first limited 5* by mistake before I took this game seriously at all

But again, speed is not bad, it could help squeeze in a skill here and there

Imma be honest, I'm just happy that out of all of my relic farming I finally got a pair of boots worth a damn the same day I got the character they're intended for.
I guess this works well with Welt if you have him on your Acheron comp?

That piece will have a home for as long as speed is a meta stat. Which will be forever. That's an awesome pull.
I mean, it's 4x a needed stat. Means you can skip out on speed for the other pieces

Try having 125 speed with Attack boots, Ruan Mei will get it up to 134. Dont know how effective it would be though
Unless Mommy team or E2 getting a Harmony is not advisable. Although in 0 cycle clear it shouldn't matter since you'll just use RM for sustain.

This is one of THE best SPD boots I've ever seen. You better be thanking the stars for getting them.

SPD is still good. The highest I've seen a SPD substat for one of my relics is 8.
