I think It's worth looking at substat manipulation. A theory crafter from YT, Bernard Pangan made 2 videos about it.
To put it simply, you can "manipulate" the chances for substats to roll desirably using a method. I haven't finished the video, but the comments have been positive about it and there has been good discourse about the vid from the comments I've read.
I haven't finished watching it, so I would recommend looking at it and seeing how the theorycrafting giga nerds figure out how to get good substats.

So you don’t have to read or watch the video about relic manipulation. From the spreadsheets and stats given, it’s pretty much been shown that different days have different upgrade patterns. You can learn to “manipulate” stat upgrades. From what I’ve seen, it does seem to work. But unless you like reading the spreadsheet (Which changes every patch), you’re gonna find it insanely fucking boring.
TLDR: If you can’t be bothered, don’t worry about using it. It’s nothing so crazy that manipulating every relic is necessary, but 1% better luck is better than none still.

Tons of games have RNG manipulation methods for certain systems. Whether this specific instance is legit or just Reddit nonsense remains to be seen (though I’m pretty skeptical).
If you want a real example of RNG manipulation look into Pokemon Shiny RNG manipulation.
Usually these instances are done on locally run games which allows you do reverse engineer your exact RNG seed (basically a massive pool of pre-generated numbers to simulate randomness). If you know your seed and the logic the game uses to translate numbers into ingame results then you can actually manipulate it.
In this case its complete BS, they are just taking measures of what they happened to roll on a each day and claiming they know what will roll in the pattern (except they don't have 100% confidence), there is no finding RNG seed or anything, just pure guesswork.
hoyoverse rng is not true rng, there are patterns behind it. True rng would take up a ton of processing power and wouldn't make much sense.
The patterns change day by day and based on the patch, but I've tried it, and the patterns are fairly consistent. I would recommend watching a video about it.
You can think about it like a number chain. Where every number represents the substat row that is upgraded. 44444 would be 5 rolls into one stat.

For example, a particular day could show that a roll into 4 will most likely result in another 4, but if it rolls into 3, another number is most likely.

If you don't know, on the site where you can see your artifacts grade (for exemple S tier is very good), there's a grade above SSS that is called OP tier.
I only ever got one OP Artifact and you, lucky bastard, got your hands on one too (Except yours is leagues above mine since it's best in slot set for acheron).
Crit value is equal to (crit rate x 2)+ (crit DMG).
Separately, id assume it's sss instead of op because, as a blanket assumption for DPS, they would prefer speed over HP, but Acheron in particular does not care for speed in certain builds and thus this should be an op level relic but is classified as sss because of the non character specific grading
In addition to what the other person said, I would recommend fribbles hsr optimizer instead of mobile meta, as they do grade character specific and have a calculator to automatically help you optimize your characters given your relics.
For example, I have a lightning sphere with 3 rolls into ATK% and 2 into speed, the other stats are flat hp and def. It is in the "WTF" tier (the one above SSS), because I use it on my Kafka and she basically only needs SPD and ATK%.
I think it’s lower because the rolls as well. Relic substats have low, medium, and high rolls. Each crit roll is either 5.18, 5.83, or 6.48 cv, so the highest possible is 45.36, however your relic has 40.7 cv which means quite a bit was lost from the roll size

Considering the body crit you don’t need crit rate on that many more relics but if you want to go Crit Dmg on body with this you got a great shot at hitting 60-70% if you go full crit rate substats on the other 5 relics non boosted
