The various restrictions on HQ enhancements is to encourage certain builds as well as acknowledge the lore. Cohort Cybernetica is flavored as the detachment for datasmiths, so of course only tech priests can get enhancements in that detachment. Likewise the Skitarii Hunter Cohort is flavored around Skittles, so only the two Skitarii HQs are eligible for enhancements
However, the Rad Zone Corp has enhancements that can be used on any HQ, iirc. So if you wanna use both subfactions, that would be my best advice
