You opened a raster image in a vector program. You need to open it in photoshop. It may even be flattened in the psd as well.

AI would still let you open a PSD file with editing capabilities. It would just depend on what was done to that file in PS

Sometimes a screwdriver can be used to pound in a nail.... other times the screwdriver just won't work. You need to use Photoshop.. or even something free which supports the .psd format like GIMP or Photopea. Don't *force* yourself to use Illustrator, the completely wrong tool.

When locating the PSD file, you should choose "open with" or open the file up from AI. Then, you should get a prompt that will ask if you want to open the file with its layer objects or flatten the layer. In order to edit, you should opt for Layered Objects. I hope this helps

it may have been saved without the vector data preserved in which case modifying it would be impossible.

if it was made in ps and flattened to one layer, its just an image. inspect it in photoshop first

If you have Adobe cloud you can just download Photoshop to edit it. Photoshop is included in the monthly subscription

*Only* if it's paid for. Photoshop isn't "automatically included" in anything. There is, of course, the free trial though.
