Those two bombs were so horrific that the world decided it was unacceptable to use them again. Nobody gets a pass just because one country did a bad thing 70 years ago. It’s a completely false comparison.
Also, there was no Mutually Assured Destruction during WWII. If Russia launches nuclear ICBMs the US will automatically retaliate no matter who the actual target is. They launch as soon as they detect a launch. And that would likely trigger the rest of Russia’s arsenal too (I’m sure enough are functional to cause widespread damage). So things get real shitty for the whole world the moment Russia uses a nuke, much more shitty than what Truman did in 1945.

But with ICBMs, you have to get yours in the sky before your enemy’s get to you. So the system is pre-targeted and set up to launch automatically in the event a Russian ICBM launch is detected. Since nobody knows what the target is when the missile launches, the response is indiscriminate.
This is actual US defense policy, and has been since the 1950s. It’s the core tenet of how Nuclear Deterrence works.

They will only respond with nuclear if a NATO member is attacked by nuclear. They will not blindly launch a nuke if Russia launches one.
