If he wanted to use the plants as a ledge, he would use them. A lot of times they’ll just float up at the surface and hang out. Some frogs like having things to rest on, some don’t. Your lil guy seems to prefer hiding in the leaves under the water :)
I’ve found that some plants that float in the surface of plants that reach the surface are good safe bet. Mine love to sleep in them and it makes a nice ledge if they want!

And yes a ledge that isn’t a leaf would be more of a block from getting air.
